Yes, they are the same. If not, there are no real differences that would really matter when it comes to sealing properly. You can take assurance that it will work because plenty of people have put VE covers on DE engines, and I've seen the opposite as well.
This is for FWD DE engines. A RWD DE gasket won't work.

The SR20VE 20V VC requires a different type of sparkplug-hole-gasket, since the holes for the COP have a larger diameter.

I wasn't aware of that M0J0. I'm going to be putting a 20V valve cover on my DE very soon and planned on re-using my old plug-hole gasket. Are you 100% sure of this? They couldn't be much bigger (no more than a couple millimeters) because then it wouldn't seal against a DE head properly... =/

M0J0 is 100% right. Use the RWD S13-S14DET spark plug hole gasket. I have the 20V cover on my VE and the gasket diameter difference is noteworthy. Don't reuse the regular VE spark plug hole gasket unless you want substancial leakage, besides it won't fit the 20V cover. The regular VE valve cover with all the gaskets will fit on a DE since I have this setup on my 91 highport. BTW the 20V comes stock with coil on plug and CAS, just like the S13-S14DET.
