Mark - don't know if you ever got the answer that you were looking for or not.
Your dilemma is this. Even if you put a USDM EGR intake manifold on your JDM High Port it may not pass visual in your 96 B14. Passing visual will depend on who actually looks at that car. Even if they are lazy and still reference your hood sticker, it is obvious that the intake manifold is different and they most likely will fail your for that. Reason being California does not allow older parts on newer cars if that make sense.
Your best bet to get through smog on a legit basis - use a 1994~1998 engine that has the 94Y low port head on it or get a Euro Low port engine as they came with the tubular exhaust manifold and EGR.
