It's illegal to state the wrong mileage on titles and official paperwork, but I don't think it should be illegal to change your odometer reading.

If you do it to lie about your cars actual mileage to try to sell it for a profit.

I only turned back my odometer to the actual true chassis mileage of my car. I bought my car with 90,580 miles on it. I bought an SE-R gauge cluster to replace my original. The SE-R cluster read 176,xxx miles on it. Since I need to get my car inspected (and for my own personal preference) I adjusted the SE-R odometer to read 90,580 miles so it matches my cars' actual mileage. I did nothing illegal, I did not roll the mileage back anymore than what I needed to show true chassis miles.

My odometer reads 213,xxx miles, but i believe there is more because car fax flagged a odometer inconsistency of 27k miles. :o
