easier to convert to a B14 ecu?

I guess, but why convert? You just put a VE in there, use the stock TB and done.

I'm guessing it's the same as a B15. Heck, put a XM ITM and have the P11 TB flange welded on as well, since you won't be using the VE IACV. Keep it clean. Can't get much easier than that.

3) ECU is not yet 32 bit so ultimately easier to mod (IE turbo or VE)

6) We have parted out a 99 so we have lots of specific to 99 parts now (99 is pretty unique on connectors, etc.)
7) We have seen 5 or 6 99s now in yards but have yet to see a newer 00+

All very good reasons. The only problem with 99's is the transmissions and no remote trunk opener. Oh and ugly wood trim on a lot of them .

But having a $1k transmission already in there is what convinced me to just go with an 00. Now I'm stuck doing a step down

Both 99 G20s we had owned had no wood on the dash

...the 1st 99 we owned was a 99 touring (so had LSD) 5spd w/sport cloth but had a sunroof.. (still sometimes regret selling that car)... but 2nd 99 was a white automatic so transmission wasn't an issue...

...we would have almost no plans to upgrade to turbo so the transmission isn't as big a deal to us (regular 5spd is just fine for a daily driver thanks)..

everyone has their own reasons for preference so that is why it is nice to have a variety available to purchase
