Or just drop a ve head on your low port block at least.

If you're adamant on de then at least get some jwt s3r cams and a roller rocker intake manifold.

He can't use s3r on a low port. They are rr cams. Get a ve and u will be very happy with it. If anythin u could take the badge off or put a rr valve cover on it. I believe they are the same

So it sounds like I should just get a ve lol. Where would everybody recommend buying a ve from and what should I ask about when ordering one? And once again thank y'all for the help.

If you decide the VE is not in the plans, the 1994 low-port intake manifold and head are a great combo. I absolutely would not go to a high-port setup looking for any extra power. Given identical cams, the low-port setup outflows the high-port setup.

Firstly....

get some clarity on your rules before you waste money by tipping into the "gray area" of the rulebook.

Cheating is always in racing, it depends on if you get caught or not.

Secondly,

what kind of a bank roll are we talking here?

Thirdly,

Anyone with basic hearing will know when you engage VVL that something is fucking wrong. (This goes back to the first point)

Time...yes. Porting and smoothing doesn't cost a dime. He has to run a factory motor combination if it's anything like the classes out here. VE head is out of the question. And you need to prove that it will make less hp instead of repeating what you hear...

That's was kinda my whole point to begin with the ve is kinda out of my price rang at the moment and like I said its in the grey area as far as rules so I'd rather not go with that option right now. The head work I mentioned is gonna cost around $250-300. Which is way more in my price range. So if you take the ve completely off the table; The original question is still which setup will make the most power , with the above mentioned headwork, ABOVE 5500 rpm? The lowport with the high port cam swap? Or the high port? And how much difference will there be either way?

Are cam gears totally out of the question? You could degree your cams and drill your factory gears so that they still "look" factory but are more in your 5500rpm powerband. That along with some mild port work and you could give yourself the advantage.

I think we tend to expect 3-5 WHP difference on stock compression.

What Ben said. Also port match the intake manifold and exhaust manifold as well. It is free and will help with flow.
