Can the IIAC weaken and fail letting the engine force it open?

Thing is at those WOT conditions you will be pulling little to no vacuum so I doubt that would be it. Vacuum leaks are generally obvious at idle with the throttle plate closed.
You say new solenoids. These are second hand or brand new. Were they both the correct ones for the respective cams?

Yea, had some cracks in the old rubber intake, I could tell quite obviously. Especially with throttle response. I don't think I have any leaks, just wondering if extra air could surge throughout the IIAC, or equivalent, if the valve failed.

In this case it sounds like the runner gets shorter, or goes from cold air to short ram or the exhaust gets louder. Power seems to follow.

The solenoids are from GregV. Changing the leaky ones had no effect.

Switched to Valvoline synth 5w30 from Mobil 1 10w30. Idle dropped about 200 RPM and power is quicker to come on. Still get the VVL stuttering. Even so, turn hard right in second gear and WOT pulled to 60MPH with awesome power and VVL kicked in as it should and was obvious. There's something to the hard right turn and VVL working.
