First things first.

Make sure you have fuel and spark.

Pull the rail and remove the dizzy. While in the on position spin the dizzy and see if you are spitting fuel from the injectors.

On the fuel lines regulator->return filter->feed

If you have fuek check for spark. Put a spark plug on the end of a wire and ground it somewhere while turning the motor.

If you have spark and fuel then post back up.

These cars are quite simple to diagnose problems.

With fuel: the pump, ecu and dizzy are the main factors.

With spark: the dizzy, coil, igniter, ecu and grounds play big,

ok, well the motor turns over really slow, idk if the loud noise im hearing is what you guys refer to as starter whine but its kind of loud, and if the motor could get spark spinning that weakly, then its not getting spark either, how would i go about checking this, keep in mind the car ran fine before i put this motor in... do grounds play a role in all this? also, it is getting fuel to the rail..

Motor turning over slow could be a bad starter or a dead battery.

Hopefully the bottom end is good and its not binding...

Getting fuel to the rail means nothing if the injectors do not fire. This is why I said take the rail off and see if your get a spray. The dizzy triggers the injector to fire.

i dont mean to sound like a dick, but this is the exact same rail injectors and intake manifold i had on the last motor and it all worked fine, i havent pulled the rail off or touched anything in that aspect, just a simple, keep the good, ditch the scetchy... the battery is on the chargerthe starter turns to motor but its so loud.. my bad for sounding noobish, this is the 4th motor i put in this car and the 1st time ive had this issue

...........................you are not understanding what im saying. It has nothing to do with the physical rail. Im trying to have you source a possible dizzy/electrical issue.

Until you check for spark and fuel theres nothing else I can do for you. I kinda know what im talking about...

SR20GTi-R has you on the right track for diagnosing those issues, but the starter noise is what's worrying me the most. Are you sure you got the spacer installed that goes between the engine and the transmission? Is there any chance the flywheel gear teeth are contacting the bellhousing or something else? I don't like the idea of the noises being different and loud.

Yes, you'll need some good grounds from the engine block to the chassis/battery negative terminal.
