Your restriction will be found in the intake/cam.

There is NO plenum design that can/will keep up with a properly tuned ITB.

The cam will be the next short coming. 13.0mm lift is too small for even the most basic 86x86mm VE

what would b the best cam for a stock 86x86? kelford 184c?

184c with a set of springs.

Factory retainers.

On a 184c v3 you will find best power with an intake advance of 3-5 degrees, exhaust straight up.
