I'm pretty sure that's your idle air control hose. That needs to be connected to your intake hose. If it's not connected, your car won't idle at all.

I just did an inner tie rod on my b14 and had to use this tool. Also my factory tie rod didn't have a that lock washer you're talking about enohand. The replacement one I bought came with one but...
