I recently delt with tps issue and I replaced a perfectly good tps and ecu bc I just read whatever people thought the issue was on the forums.
(not saying they are wrong)
Just read it and good luck, its about 30 pages worth of reading but it covers everything, from tps adjustment, power regulation to how injectors and the intake can jack up tps voltage. Also the ground on the ecu might need to be loosened then retightened back down. I'm quoting the fsm. Go read it!

Thanks for the info.

Okay, had a pretty good day yesterday. Pretty much went back to the basics.

Replaced with New OEM parts:
Cap & Rotor
Plug Wires

Removed Nismo adjustable FPR and installed stock FPR.

Car started up, I set the base idle and adjusted timing to 15.

Car still spits and sputters when off throttle.

NisTune software shows 1.115 volts for MAF. 0.0 for TPS

Put a multimeter on the TPS.
Bottom wire has 5.04 volts.
Signal wire has 0.4 volts.
Open throttle and it doesn't change.

Car still spits and sputters off idle. Car has about 20-22 lbs. of vacuum at idle with a/c off.

Haven't tried to drive it due to low battery from sitting. Put the battery charger on it over night. I guess we will see what fun the day holds.

I didn't read you mention a fuel filter.

That would concern me greatly.

Hmm... Sounds like somebody tinkered with it after I sold it. It ran excellent and it got me 35mpg from Kansas to Georgia...

Exactly !

What the ECU is reading is all that matters in this particular case. If this value never changes its going to be hard for the ECU to calculate load properly if it doesn't know how far open the throttle is. Need to find out why the ECU is seeing 0.0 and move on from there.

I wouldn't change any other 'external' parts on the motor until you sort out the TPS issue.
