The green controls the fuel pump at least on mine, but mine was custom Marsh'ed so who knows.

If wired correctly the car should not run without that relay. Look in the FSM and you will know why.

As you can see in the wiring diagram above the ECU controls the relay through the White/Green wire, then the output, Orange/Blue provides power to the Coil, other sensors, and the fuel pump (not shown in that diagram). If your car runs without this relay you have a short somewhere that is providing power the the Orange/Blue. Not sure what is causing the buzzing of the relay, but something is not wired correctly.
