Do ve valve covers fit lowport motors? To me it looks like the cruise control pulley on the throttle body would hit because the ve valve cover is taller.

nope - RR and VE covers fit highport and lowport heads as per this credible website:
G Spec Performance - check out the VE cover, the description says it will fit all sr20s

I have it off on my highport g20 and on my lowport g20. I noticed nothing different except a cleaner bay. The 92 has the original hose routed to the intake still the 99 was vented to the atmosphere. I didn't notice anything different.

So I can eliminate the canister like richard did in the picture and use an oil catch can from the valve cover to the intake manifold?

I eliminated my canister so the turbo would fit in there and just let the hose unhooked and under 16psi is blowing oil all over the place, when I changed the oil I accidentaly put 4 quarters instead of 3 and a half, maybe thats the problem but I dont like to have the hose unhooked
