Getting fog Lights to work

Fog lights never worked when I got the car. Changed the switch and relay. Anyone experience this? Just wondering if there was a quick fix or something I am missing before I go prodding with a volt meter.

Check the fuse??? Could be as simple as the fog bulbs..... Look 4 the simple stuff first...
