I just got done doing this today on my headlights and they look great. Mine were very cloudy/yellowed out. The sanding does work and the surface of my headlight is really smooth now. I should have taken pictures so you can see the difference. Supplies cost me about $16 after taxes, but you can use 1 sheet of sandpaper for both headlights(cut it in half). So I have enough sandpaper and PlastX to do this many times again or to other cars.

I didn't have a buffer, but I just used the plastx and a towel after sanding and it came out really well.

But you could also buy the 3M Headlight Lens Restoration Kit (attaches to your cordless drill) which is sold at Napa Auto Parts (approx the same price as your supplies)...it's a complete kit which also comes with it's own version of the PlastX...I recently used this and my headlamp lens looks brand new....night and day difference!!..it only took roughly 15mins tops...
